Three months after Israel had left Egypt they came to the wilderness of Sinai. They left Rephidim and camped in front of Mount Sinai. God called to Moses and Moses went up the mountain to God.

God said, "Tell the house of Jacob and the sons of Israel: You have seen what I did to Egypt. You have seen how I have carried you on eagles' wings to come to me. Remember that the whole earth is mine. But if you will listen to me and keep my covenant than I will choose you out of all the earth's people to be my special people, my possession. You will be a kingdom of priests, a holy nation."
